Sergei Eisenstein's plan for the film was not a documentary but a three-part historical survey of bringing water to the Uzbekistan deserts, from the time of Tamerlane (14th Century) to the Soviets. Part III would have focused on the construction of the Fergana Canal in 1939, ostensibly to bring clean drinking water to the people but primarily to cultivate the growth of cotton, which was introduced to the region by the Soviets.
