It's like A Short Film About Killing and Tetsuo: The Iron Man rolled into one, but also, Scourge of Blood came out before either of those. There's crazy music playing the whole time, the plot summary is: "A man randomly stabs a stranger," and then even though it's only about five minutes long, two minutes of those are taken up by end credits.
I wonder if it was a student film, and whether Shozin Fukui would've failed if it were. It might've just been too punk, but watching it now, I liked how punk it was. "Hey, this one guy is going to chase another guy, and stab him, then they'll struggle for a bit, then he really gets stabbed some more, then it ends. We're angry."
It does what it needed to do. And I wonder if the long credits were a joke (again, assuming it was a student film), like it had to be a five-minute short, but they only had three minutes, so that's how they inflated the runtime; another punk-like middle finger to the man, man.
