The creator originally envisioned the movie as a pg-13ish drama with video little technology involved when 1st coming up with the concept of teenage crime fighters. Eight months before filming the tone was toned down to a more family/kid friendly tone and the premise was changed to a digital world, wacky, more comedic series with only some toned down drama to it. The project became very cartoon.
