I remember this film airing on Comedy Central in the '90s. I never watched it in full until I found it on streaming.
Here's what I'll say: It's an late '80s/early '90s comedy that really mimics "The Naked Gun". It may not be as witty or hilarious as that film series, but I enjoyed it, nonetheless. It's very silly, but fun, in my opinion. I feel like this would make a good movie to watch in the morning, or on a weekend afternoon. Just relax, open your mind to a goofy film, and enjoy! It's silly fun.

So when Roger Ebert says he's rather watch a blank screen than watch this movie, it doesn't bode well. My expectations were at an all time low, and I think... because of that, I didn't end up hating it.
Now, I expected a little comedy, but there wasn't a lot. Not none, but nothing hilarious. The cast has some good people, as stated, but I don't feel like there's a lot of real acting going on. Gabriel Byrne is probably the most memorable, as he's very over the top in this.
I like Jeff Goldblum, he's enjoyable in every role I've seen him in, he's just kind of a quiet character. I'm not saying he doesn't have many lines, though, he just kind of sleepwalks through this role.
Ellen Barkin is very sultry, though she doesn't have much to do on this, either. Angie Everhart, wow, always a stunner. No lines. Just "arm candy".
All I can say, is that this movie is passable, it'll pass the time, it's not something to seek out, in my opinion. It's just a typical gangster movie, with a smidge of humor written into it. It's certainly not the worst movie ever made, that I can tell you.
