A mysterious illness has broken out, sending its victims into the hospitals convulsing and vomiting and generally looking really gross. The disease displays symptoms that lead super-doctor Tess Martin (Anne Heche) to begin thinking that the Bubonic Plague has erupted. But when a guy named Jack (James Tupper), who just so happens to Speak Truth to Power, gets on the scene, he clues Tess in a frightening conspiracy.
Toxic Skies is one of those straight-to-video movies. For being a low budget film shot in Canada, this movie has great cinematography and editing. The movie had more potential if only the writing had been better. The script was too inaccurate and unrealistic. Too much effort was put into the message, and not enough into the quality of the film. The movie is slow.
Toxic Skies cobbles a few elements from the movie "Outbreak", particularly why it becomes personally important for Tess to quickly discover a cure. The movie isn't as suspenseful as it could have been. The film touches on an important motivation of Tess' physician work, yet never returns to it. There just seemed like great potential for backstories, or learning more about the two main doctors in general.
Anne Heche gives a solid performance as Dr. Tess Martin, but the rest of the cast is lacking of talent.

Not great, but watchable....
Watchable movie. Points us in the right direction to a lot of Gov. secrecy. This movie is a bit old but we should know by now if we have woke up and look around that some movies are propaganda and some are trying to wake us up. Anne is good. Don't know James. Needs to lose some weight. The movie is a bit slow and Nurse goodbody plays the don't show emotions well. I wonder how the hero gets in the car when it shows Anne always locks the door with the remote. Another blooper. Another gotcha is only one town is affected by airplane vapor, hmm very selective spraying I guess. To Author: Uriah43 from Amarillo, Texas. Do some research before making conspiracy theory comments.

This film is very difficult to watch.
I'm sure there is a logical explanation for the camera work but literally every scene is shot so tight, you're constantly seeing nothing but heads. To add to that, everything is cut into (what seems like) 2 second cuts.
Very rarely is there a long scene that isn't jumping around.
As for the story line itself: utterly bonkers.
RIP Anne Heche. Sadly, her acting in this film is as bad as her doctoring.

A deadly virus has struck Spokane, Washington, and "Dr. Tess Martin" (Anne Heche) is trying to find a cure. But before she can do that, she needs to isolate the virus and figure out why all known antibiotics don't even slow it down. Meanwhile, a person named "Jack" (James Tupper) is trying to convince her that there is a conspiracy going on and wants her to expose the people responsible. In the meantime, patients are beginning to die, and it appears that the Mayor, the Army, and the CEO of a leading drug pharmaceutical company are all behind the spread of the disease. At any rate, rather than reveal the rest of the story, I will just say that this is a nice little conspiracy film which should keep most viewers interested from start to finish. Anne Heche is quite cute and gives a good performance as the doctor who is both competent and caring. Likewise, James Tupper does quite well as the conspiracy fanatic who just won't give up. And although the story is a little far-fetched at times, I still enjoyed it and think that most fans of this genre will appreciate it too.
