The original script had a bunch of one-liners made by the Scarecrow that were eventually removed when director Jeff Burr became involved with the project.
The script was written in 1990, but wound up languishing on a shelf for three years after the studio it was originally written for, Corsair Pictures, went out of business. It was eventually passed on to Republic Pictures.

Was originally considered for a theatrical release. These plans, however, were dented by changes in management at Republic Pictures. However, it did get released theatrically in Japan.
Kevin Yagher was originally considered to direct this film. It would have been his directorial debut.
