The noises are in fact morse code, and it translates to "Hey, you never call, how d' you fancy going bowling." This is a reference to the Grand Theft Auto IV (2008) character Roman Bellic , Niko Bellic's cousin, who constantly rings him throughout the game, asking to go bowling.
