The scene where Rick is telling Morty that he will have to suck his little Morty penis is a twisted reversal of the scene in The Real Animated Adventures of Doc and Mharti (2006) where Mharti has to lick the Doc's balls.
This mock-episode of Rick and Morty, titled "Reek and Morti: The Bushworld Adventures" aired as part of an April Fool's Day prank in which there was no official announcement until the actual time of the airing. This was much like the previous year, in which the season 3 premier aired first on April Fools Day 2017; but this is not a canon episode of Rick and Morty.
The phrase "He's a bureaucrat, Morty. I don't respect him" is a line pulled from Pilot (2013). Morty even makes note of this in the parody.
