Casper the friendly ghost winds up at the north pole, where he terrifies some adult seals, but makes friends with their cub.
It's the usual sequence of events in this cartoon, so I'm no more impressed by it than I am by any of the others. However, when the Famous Studios draw and animate a polar bear to be frightening, they do a good job of it.

The artist working on a Herman & Katnip comic strip takes a break. While he's gone, Herman and Katnip proceed to break the fourth wall.
It's a pleasing throwback to the origins of the Fleischer Studio around 1920. They would begin with Max Fleischer drawing Koko the Clown and his pal Fitz, and putting them in situation in the cartoon and the real world. Here, Herman and Katnip work with the art supplies in the studio to gain the advantage over each other.

This Casper the Friendly Ghost cartoon starts interestingly enough, with Casper being forced to walk the plank on a pirate ship inhabited solely by ghosts. His crime: as usual, being friendly. I find these beginning the most interesting part of the cartoons. There is so much unexplained, like how they wound up there. Of course, that lack of explanation is what makes it interesting: unanswered questions always are.
That taken care of, Casper makes his way to a small desert island with a complete ecosystem. Most of the monkeys are frightened of him, but a very young monkey.....
Well, you know how it goes. The gags consist of how the various scaredy-cats express their terror, and then we're back to the usual happy ending.
