Recently divorced mother Regina Smith is a rookie Dallas Police Department officer, she making it out of the Academy not a certainty after her shaky start. She going into the work was to make a better life for her adolescent daughter, Nikki, and to make a safer world for them to live. It is her spunk that attracts the attention of SWAT team member Norm, the two who embark on a relationship. One of her first steady assignments, which requires her to work graveyard shifts as is the case with all rookies, is a community policing initiative to get to know the people living and working in high crime neighborhoods, her partner fellow Academy classmate Eddie Pastor. While Eddie's first goal for them as a team is to make it home alive, Regina has a focus on trying to make a difference, much of her efforts above her pay grade. That goal is only strengthened when their assigned neighborhood is one where many prostitutes work, she recognizing one from her everyday life. As such, she wants to get these women into a safer line of work or if they can't or don't want another life to keep them as safe as possible. That safety aspect becomes front and center as a serial killer of prostitutes is on the loose, one coined the Eyeball Killer as he surgically removes their eyeballs post-mortem.
