Yong-sik, a poor village fisherman, called a doctor for his sick old father, but the doctor declined the visit because Yong-sik had no money to pay. Yong-sik killed the doctor, after which he went to prison.
Sequel to the film "The Tale of Chung-hyang". The brave Lee Mon-ryong, after saving Chun-hyang from the ruthless Hak-do Byung and hiding her in Seoul, embarks on a mysterious journey in which he identifies and arrests a gang of bandits.
