KohaCon itself is more about exchange of Libraries (and expert librarians) experience in usage of Koha ILS, the Very Perl Product,
and also exchange of Perl-related knowledge among Koha developers from associated organizations, especially how to use full Perl and related Software stack to make the most of it for Koha,
So, the talks are more oriented around Libraries-as-users-vs-Software-Product, but we also have Perl Dev talks in the background and Perl Community attention is needed for the Koha Community.
Andrii and the team will continue informing Perl people outside of the Koha sphere about this.

What TIOBE’s creator says about the “Perl comeback”:
- A big technical driver may be the huge number of Perl books on Amazon (and Amazon has serious weight in TIOBE’s search-hit methodology).
- A possible real reason (more speculative): the naming/positioning finally settled — Perl 5 is “Perl”, and Perl 6 became Raku.
So: treat TIOBE as an attention/visibility index, not a direct “how much Perl is written in production” metric.
