Fullbore Friday

Last week was the story of the HMS JERVIS BAY and her crew during the Battle of Convoy HX84.


When we finished last week, HMS JERVIS BAY was out of the fight and the convoy was scattered - but she did her job.
By the time they realized that the Jervis Bay had been terribly alone, an hour had been lost. The convoy had been given time enough to break up and begin to flee.
...and so the pocket battleship ADMIRAL SCHEER, unopposed now, closed in.

However, there was a Canadian ship, the SS BEAVERFORD, armed with one 4 inch & one 3 inch gun who turned towards the SHEER and her six 11 inch, eight 5.9 inch guns and eight 21 inch torpedo tubes. What was the BEAVERFORD?
Beaverford was the first of five Beaver class cargo liners in service with the Canadian Pacific Railway’s fleet. The 10,042 ton twin screw, steam turbine merchant ship had her maiden voyage in 1928 ... designed to carry 10,000 tons of cargo and twelve passengers at 15 knots.

Although a Canadian Pacific ship, the company chose to register her in the UK, as was the practice at the time. She carried a crew of seventy-seven sailors and ably mastered by 60-year-old Captain Hugh Pettigrew from Coatbridge, Glasgow. He had been sailing with CP since 1910. Most of her crew came from the UK, except for two Canadians.

She was one of 18 ships that sailed in HX-1, the first convoy of the war from Halifax to the UK on 16 September 1939; just six days after Canada declared war on Germany. In early 1940, Beaverford had a 4 inch gun installed on her stern and a three inch gun on her bow, for defense against surfaced U-boats.

By the time HX-84 left Halifax on 28 October 1940, Beaverford had already crossed the Atlantic sixteen times in convoy.
JERVIS BAY was lost, and here is where we pick up the story, wonderfully told by Roger Litwiller;
SCHEER then steamed past the sinking JERVIS BAY, now free to engage the merchant ships of the convoy. With only 22 minutes the convoy was still a smorgasbord of targets for the pocket battleships 11 inch guns with a range of over 19 miles; she could pick and choose her targets unimpeded.

In quick succession she sank the freighter Maiden carrying a mixed cargo and military vehicles, all ninety-one sailors killed, then damaged and set on fire the tanker San Demetrio, followed by sinking the freighters Trewellard, carrying steel and 12 aircraft, killing 16 sailors and Kenbane Head, general cargo, with 23 killed.

Captain Pettigrew had heeded the order to disperse, bringing Beaverford to full speed and turning away from the mighty German warship, as he and his crew watched JERVIS BAY engage ADMIRAL SCHEER. Beaverford’s radio operator sent out a continuous update of the action on the ships wireless.

They watched as the ship closest to them, Kenbane Head, suddenly exploded and sink as the massive German rounds found their mark. Pittigrew gave the order to turn Beaverford about and he raced his ship through the smoke towards the mighty ADMIRAL SHEER.

Beaverford’s radio operator sent one last message on the wireless, “It is our turn now. So long. The captain and crew of SS Beaverford.”

Pettigrew ordered the stokers, manning the boilers to make smoke, laying a dense smoke screen to hide the fleeing ships of the convoy.

At 15 knots the Canadian Pacific ship suddenly broke through the smoke close enough for her 4 and 3 inch guns to register a near miss on SCHEER. The pocket battleship checked her fire and concentrated on the new threat, turning her full might on Beaverford.

With the skill of a master mariner and the courage of his crew, Captain Pittigrew battled ADMIRAL SCHEER, playing a deadly game of “cat and mouse” as she ducked in and out of the smoke screen, harassing the enemy warship.

Beaverford’s superior steam turbines allowed the merchant ship to utilize a burst of speed and with Pettigrew’s skill and exceptional seamanship he would wait for SCHEER’s 11 inch guns to fire and then order an increase in speed and change of course, making his ship a difficult target to hit.

Beaverford’s delaying action allowed the Swedish freighter Stureholm to return and pick up the sixty-five survivors from HMS JERVIS BAY.

The battle between Beaverford and ADMIRAL SCHEER continued into the dead of night. The fleeing ships of HX-84 could see the star shells and illumination rockets lighting the night sky, as SCHEER attempted to find her antagonizer. The merchant ship had many opportunities to turn away and escape in the darkness and the smoke, but she continued on with the fight.

Whenever SCHEER would turn towards the direction of the fleeing merchant ships, Beaverford would break through the smoke and darkness and engage the pocket battleship, then disappear again. Beaverford suffered for her actions, SCHEER fired 83 rounds from her 11 inch guns and 71 rounds from her 5.9 inch guns at the Canadian Pacific ship.


The battle had now lasted over five incredible hours, Beaverford was in trouble, and fires were raging in the ship, making her an easier target for the German gunners. She had by now been struck with twelve 11 inch shells and sixteen 5.9 inch shells. We can only imagine the hardship, destruction and carnage faced by her sailors as they attempted to continue the fight.

With her speed slowing as the steam turbines were damaged, SCHEER fired a torpedo. It found its target in Beaverford’s bow at 2245. With a sudden, fierce explosion, Beaverford disappeared in a mass of flames as the ammunition stowed in her bow detonated.

We do not know how many of Beaverford’s brave crew died during the battle or if anyone survived that final devastating moment as their ship erupted into a massive ball of fire. By the time Beaverford was lost, there were no allied ships in the area to search for survivors. All seventy-seven sailors sacrificed their lives so convoy HX-84 could escape.
What can you say of such men? Such leaders? Such Sailors?

Fullbore Friday


You go to war with what you have or what you can quickly patch together, the end result of the decision of others who will not have to fight, not have to command, not have to die.


There is no time to what-if. There is no time to complain. There is only time to get underway.

Duty. Mission. Training.
If confronted by the enemy, Fegen told his officers when he came aboard, “I shall take you in as close as I possibly can.”
You have what you have, but it is what you do with it that matters.

War is not fair. Your enemy will not wait for you to be ready. Time arrives when it want to.
November 1940.

America is over a year from joining the war. The Blitz is in its 2nd month. Liverpool has been bombed over 200 times already. German U-Boats rule the North Atlantic.

In Halifax, a convoy forms. 37 freighters heading to Britain across a hostile sea. They get one escort.
One.

A converted merchant ship armed with a few late-19th Century manually aimed 6" guns that could fire - with a well trained crew - about 8-rounds per minute with a range of 14,600 yards.

She was the HMS JERVIS BAY, and she had a mission.
In November 1940 the Jervis Bay was the sole escort for Convoy HX84 of thirty-seven freighters moving from Halifax to Britain

The position of the convoy was known to the Germans. In his book, Kapitän Theodore Krancke certainly makes no secret of expecting to find convoy HX84. ("That was the convoy all right").

As the Jervis Bay repeatedly signalled the challenge "A", the signals officer of the Scheer was commanded to attempt a bluff.

" ... 'She'll give her recognition signal in a moment,' said Krancke. 'Whatever it turns out to be repeat it at once as though we were calling her.'

Krancke was anxious to leave the enemy in doubt as to his real identity for as long as possible in order to get close up to the convoy before opening fire. At the moment the distance between the Scheer and the British auxiliary cruiser was still about fifteen miles.
That is 30,000 yards.

Who was Krancke? The Skipper of the pocket battleship ADMIRAL SCHEER. SHEER was armed with 11" guns with a range of 39,000 yards and a secondary armament of 5.9" guns with a range of 25,000 yards.

The Skipper of the HMS JERVIS BAY, Captain Edward Fegen, VC SGM, Royal Navy, knew this.
The auxiliary cruiser's 'A' was now followed by 'M' - 'A' - 'G' in quick succession. The Signals Officer of the Scheer immediately had the 'M.A.G' signal repeated, but the bluff failed. The Captain of the British auxiliary cruiser was not deceived. In any case, he probably knew quite definitely that no friendly warship could possibly be in that quarter, and now sheafs of red rockets began to hiss up from his decks - clearly the pre-arranged signal for the convoy to scatter. At the same time the auxiliary cruiser and most of the other ships in the convoy began to lay down a smoke screen.

The distance between the two ships was considerably less now and when it was about ten miles the Scheer, which up to then had been racing straight towards the convoy, turned to port to bring her broadside to bear. The guns were trained on their targets now - the big guns had been ordered to concentrate on the British auxiliary cruiser while the medium artillery was to take a tanker not far away from her as its target.

The British auxiliary cruiser, which was ahead of the second line of the convoy, had stopped signalling, and by this time the ships were close enough for the British Captain to have realised what he was faced with, for the outlines of the Scheer were now clearly visible against the evening sky and he could plainly see the guns of her triple turrets trained on him. As unlikely as it might seem, he had encountered a German pocket battleship in mid-Atlantic.
Let's pick up Chuck Lyons story over at WarfareHistoryNetwork;
Made aware of the Rangtiki’s sighting, at about 4:45 Captain Fegen sounded action stations and began accelerating his ship out of her convoy position and toward the Admiral Scheer.

Fegen immediately began firing his 6-inch guns even though he was well out of range of the Scheer. He also ordered smoke canisters deployed to hide the convoy, which made a quick turn away from the German ship and scattered. At a distance of about 10 miles, Captain Krancke swung the Scheer to port, bringing both his triple turrets to bear on the convoy and Jervis Bay. He began firing at the oncoming armed merchantman, the second salvo splashing 50 yards off Jervis Bay’s bow with 150-foot spouts of sea water, soaking the Bay’s forward gun crews.

Sam Patience, a quartermaster aboard Jervis Bay, heard what he later described as a “thunk” and turned to see a member of his gun crew slump to the deck, his head severed from his body. Admiral Scheer’s third salvo hit Jervis Bay’s bridge, knocking out her rangefinder, wireless, and fire-control equipment. Several officers and crewmen were killed by the blast, and Captain Fegen’s left arm was mangled.

As Scheer continued to fire, Jervis Bay was hit repeatedly on her superstructure, and her hull was holed in several places. The port bulkhead of the radio shack was gone and a radio operator and two coders were dead.

The remaining radioman climbed to the remnants of the bridge where he saw Captain Fegen“clutching his arm, blood spilling off his sleeve.”

Fires burned uncontrolled.

Wanting to neutralize the escort ship so he was free to attack the convoy, Scheer’s commander continued to train his big guns on Jervis Bay. Darkness was falling, and he knew he needed to sink Jervis Bay quickly so that he would have time to attack the convoy. Each salvo from the Scheer launched two and a half tons of ordnance at the stricken ship. The forward port side of Jervis caught the brunt of the fire and became a mass of twisted girders, bent and jagged plate, dead and wounded sailors, and flames. A shell somehow loosed Jervis’s anchor, and another knocked the white ensign of the Royal Navy off the top of the main mast. Midshipman Ronald Butler later recalled helping an unnamed seaman climb the mast to nail up a replacement ensign.

Jervis Bay continued steaming at Admiral Scheer and firing her guns until her steering gear was knocked out. The petty officer manning the wheel called into the voice tube that the ship’s steering gear was out of action and heard the captain’s pained voice come back ordering him to “man the aft steering position.”

With his ship aflame and sinking, Captain Fegen continued to maintain the unequal fight and stayed in command despite his shattered arm, consciously buying time for the ships of the convoy to escape.

Up to now, Captain Fegen had stayed on the collapsing bridge, which was under continuous hits from Admiral Scheer’s big guns. Shortly after giving the order to man the aft gear, however, he struggled down the starboard side of the bridge and, aided by a signalman, headed aft, stopping to encourage a gunner along the way and ordering more smoke deployed.

After a blast destroyed the after-control compartment just as he arrived there, the captain headed forward again, with “blood running over the four gold stripes on his sleeve,” Midshipman Butler later said.

Captain Fegen never made it. His body and the body of the signalman who was helping him were later seen on the deck. “[Jervis Bay] did not have a chance, and we all knew it,” said Captain Sven Olander, commander of the Swedish freighter Stureholm, one of the convoy ships. “But she rode like a hero and stayed to the last.”

Meanwhile, exploding cordite bags on Jervis Bay’s poop deck had convinced Captain Krancke that the smaller ship was still firing despite the severe damage she had suffered. He didn’t dare concentrate on the convoy until the threat posed by Jervis Bay was eliminated. Any damage to his ship from a lucky hit could seriously affect her ability to escape any hunt for her launched by the Royal Navy.

Krancke continued focusing his big guns on Jervis Bay, but turned some of his smaller ones against ships in the convoy that were still within his range.

After an hour of the unrelenting German fire and with Captain Fegen dead, Lt. Cmdr. George Roe, now in command, ordered the remaining crew of Jervis Bay to abandon ship. All of Jervis Bay’s life boats had been destroyed but rafts, some of which were damaged, and the ship’s 18-foot “jolly boat” had survived the bombardment and were launched. Most of Jervis Bay’s men simply jumped into the icy, sub-Arctic sea, some making it to the rafts and jolly boat. Others made do with what they could find floating in the water.

Shortly after the order was given to abandon ship, Jervis Bay went down. The white ensign Midshipman Butler had helped raise was the last thing to settle beneath the Atlantic waves.
Of the 254 crewmembers of JERVIS BAY, only 68 survived the battle.

The Skipper of JERVIS BAY, 49-yr old Captain Edward Fegen, was awarded a posthumous Victoria Cross as a result of this action.
"for valour in challenging hopeless odds and giving his life to save the many ships it was his duty to protect. On the 5th of November, 1940, in heavy seas, Captain Fegen, in His Majesty's Armed Merchant Cruiser Jervis Bay, was escorting thirty-eight Merchantmen. Sighting a powerful German warship he at once drew clear of the Convoy, made straight for the Enemy, and brought his ship between the Raider and her prey, so that they might scatter and escape. Crippled, in flames, unable to reply, for nearly an hour the Jervis Bay held the German's fire. So she went down: but of the Merchantmen all but four or five were saved."
The Battle of Convoy HX-84 was far from over even after the loss of JERVIS BAY.

Fullbore Friday


There is no such thing as a "normal watch," especially on Nov. 22, 1975 onboard the USS BELKNAP (CG-26);

We were on plane guard. They put us on a plane guard because their TACAN was down. We had been making this same maneuver to port eight or nine times a day – from the start of the turn to completion was 3600 yards. This time we made a turn to starboard. I’ve read the investigation report, so even though I was down in the fire room, I’ve since come to know what happened up on the bridge. With the lights of the carrier looking the same, there was confusion, and miscommunication, and we made a right-hand turn this time, and the arc was half of what it had been for the last 15 or 20 times. We were going to stop, let them go past us, come across the wake, and get back in position, but we couldn’t determine what their position was. So, I’m in the phone booth, and the next thing I know, we’re getting all these bells. I said, “Okay, everybody, be alert.” Usually on this shift there is nothing going on—no exercises or drills, and the off-watch crew is watching the movie. I was actually writing a letter to my wife and I put it down in the phone booth. The engineering spaces are very noisy, and the phone booth is a place where you could talk. I saw the shaft stop, and I said, “What the hell’s going on?” So I told the guys, “Everybody pay attention. Something’s going on.” And then they called “Captain to the bridge! Captain to the bridge!” on the 1MC general announcing system. I knew they would normally pass the word, “Commanding Officer, your presence is requested on the bridge,” and only if they couldn’t reach him on the phone, or send the messenger to find him in time. But I knew from when I was on Blandy, going to Viet Nam, that “If you hear this terminology, you know there’s a serious problem.” So, I said, “Okay, everybody, get up. Get up. Get ready. Something’s gonna happen.” And then all of a sudden the ship started to shudder, and I thought, “What’s going on?” And I looked over to the stack periscope. With the periscope, you can look out to see whether you’re smoking or not. And usually, if you were smoking it gets black at the bottom and it goes up to the top. What we didn’t know down in the fire room at that time was that when we hit, JP-5 fuel lines were cut up on the carrier, and fuel poured down onto our ship, and into the air supply for ventilating the engineering spaces. We had combination stacks and masts, called macks. All that fuel came down into the after mack. The forward mack never got any oil on it. All that fuel came down MY mack, and they estimated like 18 hundred gallons.

If They Name Them “Yamato” and “Musashi” I will Probably Stroke Out


We talked about them a little bit on yesterday's Midrats, but I can't keep them out of mind - so, we'll start out the week looking at one hell of a fleet the Japanese seem to be building;

On the morning of September 1, the Japan Jiji News Agency suddenly reported news that the Japanese Ministry of Defense is preparing to build two new large warships. Its main features are: the standard displacement is about 20,000 tons, equipped with SPY-7 large radar originally used for land-based missile defense systems, equipped with American-made Standard-3 Block 2A anti-ballistic missiles, and Standard-6 long-range air defense missiles, made in Japan, Type 12 anti-ship missiles, and several other land-attack cruise missiles. This new ship, which can be fully classified as a heavy cruiser, is expected to enter service in 2027 and exist as a maritime mobile platform and a forward early warning and air defense base for Japan’s missile defense system.

Unless they are VERY far along in the process already, 2027 seem ambitious - but look again at what they are planning. 

An Arleigh Burke Flight III DDG displaces about 9,500 tons, just a little under a Ticonderoga Class CG. A Zumwalt Class DDG 15,600.

20,000 is a one big warship for a 21st Century navy to build. It makes sense though. If you consider that any static defense against ballistic missiles in Japan would not survive long due to their close proximity to the launch sites for ballistic missiles from China or North Korea - something underway is simply more survivable. Yes, they need more than two - but get started then see about getting more.

These aren't the only larger ships - modern Japanese technology ships - that Japan will have on hand.  The Izumo-class multi-purpose destroyers (AKA CVL) displace almost 20,000 tons empty 27,000 tons fully loaded. I am sure they have a follow-on carrier design somewhere. My guess is something between the Izumo and the Royal Navy's 65,000 ton Queen Elizabeth CV.

As we struggle to build a proper navy to meet the Chinese challenge, a militarily stronger Japan - if properly done - would be a tremendous asset in securing peace through deterrence in the Western Pacific, or in case of war, dominate the Northwest Pacific in a manner to free up the USN for other responsibilities.

I can see a few scenarios where the Japanese sit out a Pacific war, but I think they are unlikely to as it is in no way in their interest to have the Americans slink east of Wake.

Of course, as it is the the USN, funding is the key. There is new momentum to spend more on defense in Japan. As a maritime and aerospace power (as the USA is too, ahem), one would hope most of the increases would go to her navy.

We'll see, but until then ... I cannot wait to see the design for that 20,000 ton Japanese beauty.

Moskva's Last PHOTOEX

Sunday evening, the first pics came out of the Russian Black Sea Fleet flagship, the Slava Class cruiser Moskva.



As we know this Monday AM ... this is her. No photoshop or spoof.

Good news here is that as you can see in the green rectangle above, the life rafts have been deployed. As there were almost 500 Sailors assigned to her, that may be a secondary indication, along with the good weather, that those not killed on impact or in the following fire and secondaries were most likely able to get off the ship and as such, loss of life less. More to follow on that I hope.

I'm sorry, I don't care what nation's flag they fly under; once defeated they are simply Sailors in need of rescue. If you don't get that, we should all pray for you.

When  you consider how dark that smoke is, the fire must be intense. The large SS-N-12 Sandbox missiles stacked like so many sticks of dynamite had to be on the mind of the ship's leadership. If one of those things cooks off, they must go like so many firecrackers on a string. We also don't know the extent of her internal damage ... but it appears when this picture was taken she was probably already abandoned.

The reported weapon used to attack the Moskva were the Ukrainian built Neptune ASCM, which is itself evolved from the Soviet Era SS-N-25 Switchblade (Kh-35), AKA "Harpoonski."

To use round numbers, a high subsonic ASCM will cover the ground at about 9nm a minute.

If you are 50nm from the beach, that means you have about five and a half minutes once the missile goes feet wet to engage ... but really, if you don't have I&W of a launch and from what direction ... on a standard issue day with a standard issue watch after weeks and weeks at sea ... even assuming your radars and electronic gear aren't CASREP's or down for maintenance ... when will you detect that?

20nm or 10nm from the ship? Maybe 5nm? That gives you, what, a minute +/- to detect to engage?

Are your watch sections ready? Are your close in weapons systems ready? Who has to give permission to fire? How fast are they from being able to give that order? 

That math is just hard ... especially for a crew on station 24/7 for weeks on end. The math is even harder with supersonics.

Look at the pics above, I appears, ironically, she was struck on her port side where her close defense AK-630 are located.


That is about where you'd expect the seeker head from a "Harpoonski" to want to attack. Just about the center of the ship's profile.

One day, perhaps, we may get an unvarnished report of the damage control efforts, along with the story of the Ukrainian coastal defense battery's performance in location, tracking, and ultimate attack on Moskva.

Will we get that? Unknown ... but there are a lot of lessons here. A lot.

Background

On 5 July, Task Group 36.1, commanded by Rear Admiral Walden L. Ainsworth, and consisting of light cruisers USS Helena, USS Honolulu, and USS St. Louis, plus four destroyers, had received word of another Tokyo Express run down "the Slot", and proceeded northwest past New Georgia.

The Allies were in the process of launching their next offensive in the Solomon Islands, having just landed troops on the island of Rendova as a preliminary step in seizing the major Japanese airstrip at Munda on New Georgia. In support of this landing, which was to set up an initial beachhead for moving U.S. troops across Blanche Channel to New Georgia, Ainsworth had the night before conducted a cruiser bombardment of Vila on Kolombangara and Bairoko on New Georgia and, short on fuel and ammunition, was in the process of retiring to the Coral Sea to replenish. A Marine landing was scheduled on the north shore of New Georgia on 10 July and would require further support.

Battle

At 01:06 off Kolombangara, the task group came into contact with a Japanese reinforcement group commanded by Admiral Teruo Akiyama which consisted of ten destroyers loaded with 2,600 combat troops, bound for Vila, which they used as a staging point for movement into Munda. The Japanese were divided into two forces, and a formation of three escorts trailing the main column first came under attack.

The U.S. ships opened fire at 01:57 and quickly sank the destroyer Niizuki and killed Admiral Akiyama. However the Helena had expended all its flashless powder the night before and was forced to use smokeless, illuminating itself to the Japanese ships with every salvo. Two of the Japanese destroyers launched their Long Lance torpedoes and sank Helena. The main Japanese force, which had countermarched away from Vila with the first contact, broke away having landed only 850 of the 2,600 troops. Nagatsuki ran aground, while Hatsuyuki was damaged.

Both forces began to withdraw from the area, but one Japanese and two U.S. destroyers remained in the area to rescue survivors and, at about 05:00, Japanese destroyer Amagiri and USS Nicholas exchanged torpedoes and gunfire. Amagiri was hit and retired. The beached Nagatsuki, abandoned by her crew in the morning, was bombed and sunk by U.S. planes.

Aftermath

USS Radford and Nicholas both stayed behind to rescue survivors from Helena. While rescuing over 750 men, Radford and Nicholas had to reengage the enemy three times and were awarded the Presidential Unit Citation for their rescue. Amagiri escaped and later was the ship that cut PT-109 in half in Blackett Strait southwest of Kolombangara.

Don't Cry for the Navy's Cruiser Problem


Learn from it.

On the list of things future historians will blow-torch early 21st Century US Navy leadership over will be the almost criminal mismanagement of their battle fleet - and it's cruiser fleet most of all. 

Building off the least worst compromise of making a cruiser from a Spruance Class destroyer in the last quarter of the 20th Century, we coasted in the "peace dividend" 1990s by ignoring a century of shipbuilding experience by not having the replacement class of warship building as the last of the previous class was finishing up. 

A bit more than a decade and a half later, the absolute Monty Python skit that was CG(X) blew up the second best option.

That leaves us in the 3rd decade of the 21 Century facing a young and building Chinese Navy with  ... this as reported by the exceptional Megan Eckstein over at USNINews. 
A plan to keep the Navy’s guided-missile cruiser fleet operating through the end of the 2030s is struggling as the ships show there’s a very real cost in time and money to keep old platforms around for the sake of having a larger fleet.

The Navy has for almost two decades struggled to figure out what kind of platforms should replace these CGs as the air defense command ship for the carrier strike group, and several efforts have been canceled or postponed along the way. To buy more time to find a replacement, the Navy modernized 10 cruisers beginning in the 2000s to extend their lives and give them the newest combat capabilities. A second cruiser modernization program that began in 2015 aimed to do the same to seven more.
At sea and in the air (the sub bubbas are actually doing OK), our procurement and acquisition people and process has failed the Navy and the nation is serves ... but despite decades of fail, what is being done to change or fix it? Besides an occasional innocent O6-7 thrown in the volcano, who is being held accountable?
In a budget environment where the military services are increasingly looking to “divest to invest,” or rid themselves of legacy gear to free up money for new equipment aimed at a high-end future fight, the cruiser fleet may not see much support in the upcoming budget cycle, two admirals told USNI News.

A new plan will be released in conjunction with the Biden administration’s Fiscal Year 2022 budget request, but Vice Adm. Jim Kilby, the deputy chief of naval operations for warfighting requirements and capabilities (OPNAV N9), suggested it would be hard to find support in the budget for an old ship that’s increasingly hard and expensive to maintain and operate.

“This job is more complex than I think the Navy anticipated for all the reasons Adm. Galinis laid out. So I would have to think hard about inducting more cruisers here because of what we’ve seen so far,” he said during the same interview on Friday.
“I do agree with Adm. Galinis that we’re going to get better, but I think it’s in this overall balance as I’m trying to produce the best Navy for the money that’s provided to us that we can, if that makes sense.”
We did this to ourselves. There is zero reason we should not have a new class of CG. None. Zero. The Cult of Transformationalism undercut good options because they did not have enough chrome or fins, and the lack of mature leadership refused to control their own team who was asked to deliver a tractor and instead rolled up in a BMW to plow the back 40.

Where to now? First, pray for peace as we are not ready for war. Second, we need to support Congressional leaders of both parties who are serious and, frankly, don't care who in industry or The Pentagon they piss off. Then, wait for someone in the Executive Branch to show up and appoint people who feel the same way.

What we have been doing for the last quarter century+ fails again and again. 

Until we rip up the present system - start with Goldwater-Nichols and the Joint Procurement Program bastard child - root and branch, we will not see progress that we need. We will consistently deliver 60¢ for each $1 of taxpayer money.

The 2020s Cruiser Crisis


Over the last few years, I have come to the firm opinion that both structurally and culturally, the US Navy is incapable of fixing itself. We have run out of time and are actually past time. To continue to work inside the same infrastructure, policies, laws, and personalities and expect a different result is insanity. We need relief from Congress. Yes, that Congress.

We need a new law and mindset towards acquisition and program management in line with a Goldwater-Nichols replacement. The latest datapoint is the absolute state of our cruiser fleet.

Like so many of the problems we have with the quality, quantity, and utility of the fleet we have today, this was all unavoidable.

It was also very predictable. We are, in spades, enjoying the fruits of Transformationalism rounded up with a decorative acquisition system which seems to be intentionally designed to prevent the development of an effective fleet. We had a series of leaders who made wrong bet, and then doubled down or allowed themselves to be distracted by the political fashion of the moment instead – as it is always easier to seek the praise of those who sneer at you, than to work hard for those you lead.

The latest chapter of “The Terrible 20s” can be seen in an under-examined part of the latest 30-yr shipbuilding plan … the decommissionings;
 In 2022: 

Six Ticonderoga-class guided-missile cruisers will be placed in reserve: San Jacinto (CG 56), Hue City (CG 66), Anzio (CG 68) Vella Gulf (CG 72) and Port Royal (CG 73).  
...
In 2023:  

Two Ticonderoga-class guided-missile cruisers will be placed in reserve: Bunker Hill (CG 52) and Mobile Bay (CG 53). 
... 
In 2024: 

Two Ticonderoga-class guided-missile cruisers will be placed in reserve: Antietam (CG 54) and Shiloh (CG 67). 
In 2026: 

One Ticonderoga-class guided-missile cruiser will be placed in reserve: Chancellorsville (CG 62).
While the budget will determine how much we will buy and how close we get to the goals of the 30-yr shipbuilding plan, the decommissioning schedule you can roughly count on. Time, wear and tear, and the issues of deferred maintenance will ensure that.

If we can’t build more than we scrap, we are a degrading force.

So, at a time when the Chinese Communists have a modern cruiser in serial production and even the Italians will cut steel on a slightly under-armed but still cruiser sized warship, why is the world’s premier Navy being left hoping the latest flight of DDG’s designed during the Cold War will carry the day?

Simply – we have an ossified, adhesion filled pile of accretions that is our acquisition system. To compound the problem, we do not seem to have the right mindset when it comes to ship design.

Just recall the disaster that was CG(X). If we were a properly functioning organization, we would already have Hull-1 ready for deployment, Hull-2 about to commission, and serial production for the next decade. We would also already have plans for the steel cut on the hull in 2025 of the first Flight II of the class, and already be briefing the follow-on CG class. 

Instead, in a period as long as two World Wars, we wait … while the Chinese Communist Navy moves from strength to strength, and allied navies with but a small fraction of our shipbuilding budget have modern ships with proven weapons in production.

It has been over a decade since I warned of The Terrible 20s. Here we are. 

The cruiser crisis of the 2020s is just a small part of a complex problem we are involved with that has economic, political, and demographic factors that would be here regardless of the decisions at OPNAV. Our self-generated failures just compound the challenges.

If anyone you associate with is a senior uniformed or civilian leader in our Navy or industry is panicked or surprised – note that. That just informs you that this person cannot see past the FY they are in. They are a danger to the people who work for them, the organizations they lead, and the nation and Navy they serve.

This is not a wake call, this is a reckoning.

Do you do just the minimum, or do you ask for extra time to get it better and better? Do you train and inspect hard? How many times have you gone through different scenarios with your crew?

Do all your watch standers know how critical their position and responsibility is? From the OOD to the YN3 on the 50cal.; do they appreciate that they are as important as the Commanding Officer?


Discipline. Discipline and obedience in the time of stress, strain, and unimaginable threat to life an honor. Have you and your crew's training been built to refine and demonstrate those qualities? How do you address shortcomings? Are your Chiefs and First Class focused, demanding, masters of their team and 
duties?
As the Sydney approached the starboard beam of the larger Kormoran, the cruiser used a daytime searchlight to flash the signal “NNJ,” the maritime code ordering the merchant ship to identify herself. After a delay, the Kormoran ran up the signal flags of the Dutch vessel Straat Malaaka, although their location ahead of the freighter’s single large funnel purposefully made it difficult for the Sydney’s spotters to read. The warship requested the freighter to re-position the flags, and as German crew slowly complied, the distance between the two ships, still sailing due west, shrank to a mile.

“Where bound” came the second signal flashed by the Sydney. “Batavia” was the reply from the Kormoran, indicating the capital of the Dutch colony of Java lying over a thousand miles to the north.

Aboard the German raider, Detmers and the bridge staff watched the exchange of signals anxiously and urged the enemy cruiser to sail away and leave them alone. Their fear rose when they saw the Sydney’s crew prepare to launch the spotter plane from the amidships catapult. The plane, once airborne, would easily spot the hundreds of naval mines strewn about the Kormoran’s high deck, giving away its identity as a raider. But the launch crew apparently received new orders and returned the plane to its storage position.

According to the recollections of Heinz Messerschmidt, a 26-year-old lieutenant commander aboard the Kormoran at the time, Detmers turned to his officers and reassured them again, “Ah, it's tea time on board. They'll probably just ask us where we are going and what cargo and then let us go on.”

By luck and guile the Kormoran had survived for almost a year by preying on isolated Allied merchant ships. But this was its first encounter with a warship brandishing guns of equal firepower. Still playing on its disguise as a helpless merchantman, the Kormoran’s radio operator began broadcasting the alert signal “QQQQ” meaning “suspicious ship sighted.” The anxious signal likely confused the Sydney, whose radio operator would have received the transmission, as did a wireless station 150-miles away in the Australian coastal town of Geraldton.

As the parley continued, the distance between the two ships shrank to less than a mile. Lookouts on the Sydney scanned the freighter for suspicious markings or signs of weapons.

But carefully concealed behind special screens and tarps on the Kormoran’s decks was an arsenal of naval guns, torpedo tubes, and anti-tank guns, all manned, loaded, and trained on the unaware cruiser. Later investigations would attempt to determine why Captain Burnett approached so closely to the Kormoran, or if he was lured into false sense of security.

Although both ships possessed guns of similar caliber, the Sydney’s fire control system and experienced turret crews only would be an advantage at longer ranges. Whether by inexperience or trickery, the Sydney’s vulnerable position would soon turn perilous. Over an hour after the cruiser first sighted the freighter on the horizon and gave chase, Burnett ordered the Sydney to flash the signal “1K”–one half of the secret Allied call sign for the Straat Maalaka—across the short gap between the ships. The actual Dutch freighter of that name had a codebook with the corresponding two-letter response. The Kormoran did not. Detmers realized that the time for hiding was over. He ordered the Dutch flag taken down and the German naval ensign run up the mast as the camouflage screens fell away to reveal the line of gun barrels trained on the Sydney. The Kormoran’s 5.9-inch guns fired first, while the rapid-fire anti-tank and machine guns opened up on the officers visible on the cruiser’s bridge. It was shortly after half past five in the afternoon.

The first two 5.9-inch salvos from the Kormoran missed the Sydney, according to reports from the German gunners. But the third volley crashed into the bridge and gun director tower, crippling the cruiser’s ability to return accurate fire just seconds into the battle.

Meanwhile, the raider’s anti-tank and machine guns raked the Sydney’s bridge, presumably killing or wounding many of the officers standing there. Other guns sprayed the exposed portside 4-inch gun mounts and torpedo tubes, preventing their crews from manning them. According to German witnesses, the gap between the two ships was between 1,000 and 1,500 yards—a distance more appropriate for the muzzle-loading cannons of Trafalgar than the rapid-fire guns and high explosive shells of the Second World War.

The Sydney’s first response was a salvo of 6-inch rounds that passed over the now exposed raider. However, the next shells from the Kormoran smashed into the cruiser’s forward “A” and “B” turrets and put them out of action. Another German shell exploded the spotter plane amidships, spilling burning aviation fuel over the decks and black smoke billowing into the sky. Sydney’s “X” and “Y” turrets located in the rear of the ship continued to fire under local control for a few more minutes, but only the crew of “X” achieved hits, sending three rounds into the high-sided freighter. One shell struck amidships, and another punched into the engine room. But the third shell tore through the raider’s funnel, severing the oil warming lines and sending burning fluids cascading down into the motor room to ignite a major fire.

At about this time the Kormoran reportedly launched two torpedoes; at least one struck the Sydney between the mangled “A” and “B” turrets tearing a huge gash in the bow and igniting even more fires. Locked together like two wavering boxers, the warships exchanged constant blows that crippled them both within a few minutes. A storm of shells swept across the water as impacting rounds blossomed into fireballs and pillars of smoke from burning fuel climbed into the evening sky.

Fifteen minutes after firing began, the stricken Sydney made a sudden turn to port, passing close behind the Kormoran and allowing the raider’s rear guns to engage the previously sheltered starboard side of the cruiser. But the Sydney’s turn also permitted her crew to launch a spread of four torpedoes at the raider, all of which missed.

By this time the fires in the Kormoran’s engine room had spread to destroy the machinery, causing the freighter to stop in the water. The Sydney limped slowly away to the south still under fire, down severely at the bow and burning ferociously. Around six o’clock the now immobile Kormoran loosed a final torpedo from an underwater tube at the fleeing Sydney that apparently missed. The 5.9-inch guns on the raider continued to engage the cruiser for another half hour as the range increased and darkness fell. The Germans’ last view of the Sydney came a few hours after sunset—a burning glow on the distant southern horizon that slowly flickered and faded away.

Detmers soon realized that the Kormoran’s uncontrollable fires threatened the hundreds of volatile mines stored on the deck. He ordered his crew to set scuttling charges and abandon ship. Without panicking, the German crew launched lifeboats and watched as the charges detonated along the ship’s keel shortly after midnight, sinking the Kormoran on her 352nd continuous day at sea.

Of the raiders crew of 397 officers and men, 317 survivors reached the Australian coast over the next few days. And in an outcome that has fueled controversy ever since, neither the Sydney, nor her crew of 645 officers and men, were ever seen again.
That is why we have standards. That is why we have qualifications. That is why we should demand excellence and discipline. Are your standards and expectation focused for the same reasons as Fregattenkapitän (Commander) Theodor Detmers? An epic story.

The Secrets We Forgot to Tell Ourselves

Is 48-yrs long enough to consider something unclassified?

Well, why not. I personally don't care if this is exactly how it happened or not, this is a great story.

It reminds me that most people who served have a lot of events that to us were just an interesting day. We don't think all that much about it, but to others it is exciting.

This in one of those days. Via the OkieBoat website ... let's go back to 1972 and the Harry Navy at war;
In January 1972 the Oklahoma City steamed to the Gulf of Tonkin to do some "radar hunting." We were waiting for the chance to use the new RGM-8H missiles in the Ready Service Magazine. We were looking for another BAR LOCK radar in the vicinity of the Mu Gia Pass, although few people aboard knew this. We maintained a position about 30 miles off the coast of North Vietnam near Vinh (18° 43.6' N 106° 15.8' E) for most of the period from 28 January to 4 February, holding position within 2000 yards from a reference buoy, waiting to shoot. During this period we operated at Condition II AAW with the Talos missile battery and the 5"/38 guns manned, and with either the USS Decatur DDG-31 or the USS Mahan DLG-11 "riding shotgun" with their short range Tartar and Terrier missiles.
I was on-watch that night in the EW shack and was on the receiver and picked up the BAR LOCK ATC radar that the Vietnamese were using. I remember the incident pretty vividly... how long we'd trained to be able to pick up those threat emitters, determine the key characteristics so we could pass on just the kind of info that was used to program the TALOS that night. Some of the measurement gear was NOT part of a standard electronics package. A few OW-div buddies and I collaborated to put together a couple pieces of outboard 'off-the-shelf' test equipment (an audio signal generator and XY scope so we could accurately determine PRR frequencies of incoming signals). It was this set up that allowed us to pass on not one...but three of the frequencies that BAR LOCK was using that night (since it was a Frequency Scanning...FRESCAN...radar to allow it to determine bearing/range AND approximate altitude).

I remember passing parameters on to the fire control folks continuously as the missile was being prepared for launch (BAR LOCK radars were notorious for changing frequencies during operation). I remember feeling/hearing the launch... I continued to monitor the signal as the missile was in-flight. After a minute or so (I didn't have a stopwatch on it) I remember hearing a weird screeching... then the signal went silent. Apparently that was the precise moment of the impact/explosion that "killed" the radar.

Everyone has their own view of an engagement;
On the night of the ARM engagement, I recall leaving Weapons Control immediately after launch of the missile and running up to the Fire Control Workshop above Weapons Control, where the AN/SKQ-1 Telemetry set had been installed and was receiving data [TLM] from the missile in flight. Having set the pre-launch parameters into the missile, after discussion with CDR Mel Foreman [Weapons Department head], I knew what to look for in the telemetry as regards the general flow of the missile flight regime. FYI, the AN/SKQ-1 data was projected onto light sensitive paper for subsequent development and analysis.

I saw the missile acquire the Bar Lock radar, and wing movements generating the lateral accelerations as the missile acquired and began homing on the target. Angle Rate Gate Enable had been transmitted to the missile prior to launch, so the missile had been fired to a point in space roughly 8 Kyds beyond the radar site, which caused the missile to reject possible “spoofing” targets beyond/to the side of the actual target. So the missile nosed over and dove on the target approaching from directly overhead and thereby maximizing the fuse/warhead effectiveness against the target. TLM was lost just prior to the predicted intercept so warhead fusing was not visible on TLM. However, all of the available TLM data suggested that the missile had homed on (and probably destroyed) the target.

I don't know about you, but I love a story with a happy ending;
However, at the moment we didn't know if we had hit the target. The Electronics Warfare people in CIC told us the radar signal had disappeared about the same time the missile arrived, but you can bet the BAR LOCK operators would have noticed if we had missed and shut down their radar! The next day our Weapons Department head CDR Foreman showed me aerial recon photos. The radar antennas were scattered all over Southeast Asia, and what remained of the trailer was lying on its side at the edge of a 30 foot diameter crater.

This was all classified Secret at the time, and our missile crews were told to keep quiet. Of course everyone aboard knew something was going on (missile shots were very noisy). I overheard one sailor say we had fired a nuclear warhead and he had seen the explosion! Such is scuttlebutt!

The next morning at 0004 (four minutes after midnight) the Oklahoma City left the operating area for Yankee Station in the Gulf of Tonkin to rendezvous with the USS Coral Sea CVA-43 for personnel transfers. At 1339 (1:39 PM) we left the area and went to Subic Bay in the Philippines for R&R. The Chicago was in port when we arrived. Imagine our surprise when we learned that the bar girls knew about the shot before we got there! One of our first class POs told me that as they walked into a bar one of the girls saw the ship's name patch on his sleeve and started asking about the missile shot! So much for secrecy!
