I mean, there sure can be ways to use international shopping services that then send it as a "gift" to you. I know there are such things to buy stuff in Asia and America, if stores there dont send overseas.

Obviously, there will be such articles. It's true, that Intel currently has problems with DX11 support, as well as discontinued DX9 support. Both things they've disclosed themselves.

Same time, Intel has open source drivers for many years - used for their integrated GPUs. And those were pretty good. For their discreet GPU open source drivers are already finished. As for Proton/DXVK Vulkan is a low level API, which supports everything. Meaning that quality of DX9/11 support would only depend on Proton.

And drivers are open source, with full Vulkan support. Meaning that you can do older APIs through proton.
