The reason you can't run gta is because you have an i9 13k that is probably being affected by instability issues affecting higher end intel CPU's. I have had a i9 14k for about a year and am affected by constant crashes an inability to open half my library. you might be able to prevent further damage to your cpu by updating your bios or following the help page on intels web sight.
