text 15 140 1. (orange) you are not digging any ore
text 35 150 or coal, and are not dumping waste on a tip,
text 15 165 2. (grey) you are not importing or exporting,
text 15 180 3. (green) your money is stable or rising,
text 35 190 this means you cannot build anything but
text 35 200 the cheapest of areas,
text 15 215 4. (blue) your population is stable to within
text 35 225 2% of the value when the 180 year count
text 35 235 started. If it goes outside of this band,
text 35 245 the new population will be the new value and
text 35 255 the year count will be set back to zero.
text 35 265 Also, your population must be at least 5000,
text 15 280 5. (yellow) your technology is increasing
text 35 290 or falling by only a very small amount.
text 35 300 If it falls by more than 1%, the year
text 35 310 is set back to zero. Also, your tech level
text 35 320 must be at least 50,
text 15 335 6. (red) all areas that can catch fire have
text 35 345 fire cover. The following areas do *not* have
text 35 355 to have fire cover: monuments, oremines,
text 35 365 power lines and rockets.
