I solved the problem. 1) Use GIMP to pick the input PEN. This seems to activate the device 2) Change mouse to right-handed (I was using left handed) mouse. Thanks
I have a fresh install of Mint 18.3-Mate on a 2017 X1-Yoga gen 2. I can use my fingers to scoll. I can also use to mouse to mark a pdf.
