COMP: Provide ITK_MSVC_STATIC_CRT to in-tree build

There is no feature to deal with non-visual raster data directly.

There is no convenient way to do this yet. The OpenOrienteering logo symbol was done by importing vector data into an empty map first, than editing the map file (XML). The latter would no longer be needed once we finish https://github.com/OpenOrienteering/mapper/issues/245.

Your issue sounds like https://github.com/OpenOrienteering/mapper/issues/1590. With a small test file for reproducing the issue, it might be fixed by the next release.
