Basic Webcam v1.2.0 Release

[!] Important Changes:

✅ Basic Webcam completely got rewritten using C#.

✅ The setup file is now based on Microsoft Visual Studio Installer Extension.

✅ Basic Webcam now uses AForge LIB instead of TouchlessLib.

[+] New Features:

✅ You can now select a camera from the list.

✅ You can now start/stop camera at any time.

✅ The program now gives detailed error messages.

[*] Fixes:

✅ A lot of issues should be gone since the program got rewritten.

✅ Some minor changes.
