* link statically to the CRT

First import of a small tool to adjust the screen brightness from the system tray.

Add missing files.

Call TranslateAccelerator() before IsDialogMessage() to make sure the accelerators work.

Search for whitespaces in non-UTF16 files directly, not using the converted std::string.

Convert all tabs to spaces.

Fix index problems.
