Hi salient
I download the plasma edtion and its saying plasma 5.16 shouldn't it be 5.18 since on Arch its rolling.. I said ok i can deall with this.
I do daul screen and one monitor is black. I use amd gpu rx 590. Also there's no wallpaper settings in the setting manager can't change wallpaper anywhere?

I'm running Arcolinux its on Arch plasma 5.18 and both screens work and it has wallpaper settings.
Two options really, either left alt + d + s, mouse option and change the right click menu back to standard menu. Or, long left click on the desktop and the widget will appear at teh top of the screen, there you can change desktop wallpapers.
