delete the old rosdep. add compatibility features to the new rosdep so that it can use the old database if the Federation of rosdep.yaml files fails to satisfy a dependency.

i was using the wrong dpkg switch for package-installation testing. 'dpkg -l' always returns true, so long as a valid package name is given and regardless of if that package was installed or not. this made rosdep2 rather unlikely to install any packages... I meant to commit this to trunk and merge to rc, but instead committed to rc first and now to trunk.
