Print the RT build version in the log file.

Use simple Dublin Core schema in RT instead of faking our own. (We can't use the current official version because of an XmlBeans bug.

Add xmlns dc to RT document if it isn't there.

Changed the schema by adding Metadata and Status to Application to match the XCCDF Benchmark equivalents.
Added import and export support of these new elements.
No changes have been made to the UI to allow the user to change these elements, yet.

Changes to help RT generated XCCDF pass SCVT validation:
Exported XCCDF, CPE OVAL, and CPE Dictiionary files are now named according to the SCAP 1.1 spec table 2 in section 3.12 in section 3.1 with the application name as the "locator". Other OVAL files are still not in compliance because the RT allows multiple files and SCAP doesn't. Bug 327728.
Benchmark metadata is included on export, but empty. Bug 3277731.
Benchmark attribute xml:lang is hardcoded to "en". Bug 3277730.
Benchmark version element now has time attribute added when version is set by default (which should not happen often). Bug 3277750.
