Changes to help RT generated XCCDF pass SCVT validation:
Exported XCCDF, CPE OVAL, and CPE Dictiionary files are now named according to the SCAP 1.1 spec table 2 in section 3.12 in section 3.1 with the application name as the "locator". Other OVAL files are still not in compliance because the RT allows multiple files and SCAP doesn't. Bug 327728.
Benchmark metadata is included on export, but empty. Bug 3277731.
Benchmark attribute xml:lang is hardcoded to "en". Bug 3277730.
Benchmark version element now has time attribute added when version is set by default (which should not happen often). Bug 3277750.

Fixed id generation for Rear Matter.
Fix for bug 3163395.

Don't display compliance checks of deleted rules in the compliance check list view.
Fix for bug 3074170.

Respect id length when changing conflicting id.

Don't assume that file has an extension.
Fix for bug 3260260 - RT crashes when adding file reference to file with no extension.

+ Updating mysql connector for use with SSL connections

+ Added SSL connection settings panel to DB settings dialog. CA cert chain verification is disabled at the moment.

Include matter title before matter text in generated XCCDF.
Format is Title;Text.
Fix for bug 3090538.

Updated the create script with the changes from dbv2_to_dbv3.sql
Set the dbversion to 4 in the add data script.
