Recommendation Tracker Code

User Synchronization half-implemented. I had to change the MetaManager class to work properly with the modification of the Users element upon server update. More than likely this will break out of the box due to a conflict with User 1-1 that is generated by the database script. This still needs a massive amount of work. Don't judge me.

Commit the changes I meant to save a second ago.

Set the note using the string we just saved instead of getting it again from the results set (and incrementing the index).

notes can be nukk. lets not set them if they are null in the db

Check references in ComplianceCheckDAO and PublicReferenceTypeDAO. Made other checkReference() methods strickter.

CommentTypeDAO and FileTypeDAO insertion are broken, at least in TestSynchronizedClient.java.

Corrected NPE in the code that gets the references for a rule

made the rule count at the bottom of the rule tab update properly when the show drop down changes
