Merged changes from the trunk into the branch

+ Recommendation table panel integrated with new table model design

+ started to change the recommendation table over to a non-xmlobject based model. it works for the most part but sorting doesn't work along with a couple other issues.

+ Removed debugging System.err.println() calls
+ New schema and scomped schema to reflect Feature Request #3012843
+ Moved the "Selected Used Files" dialog to a ui.files package and changed it to be more generic
+ Edited import script to correctly set selected flags

+Added the option to copy rule in the right click menu
+This pops open a window with check box selections for what to copy

+Merged with trunk

+Removed the locking table code from my branch
