Fix the order of the rule statuses

Merged in the latest from the trunk.

Added listeners to recompute the groups and rules to display in the profile Selections tab when the user switches the base profile in the General tab.

Don't sort statuses before adding them to combo. The order numbers don't correspond to the order we want them to appear and sorting causes two "itermims" to show up in the list.

Added Yes, No, Cancel option dialog for adding rules or groups to profiles that are dependent upon other groups and or rules.

+ fixed an issue with the howto panel that would cause the autosave manager to throw a validation exception and bring down the RT.

Prevent ciruclar dependencies in sub groups by eliminating ancestors from list of potential sub groups.

Added checks for no rules and no groups when creating Group Add/Edit dialog.
