fixed issue #2993800: adding a notice to an application will no longer result in invalid xccdf

+ fixed an issue with the howto panel that would cause the autosave manager to throw a validation exception and bring down the RT.

+ Made sure that output documents are written in UTF8 encoding

+ fixed issue #2986023: created an edit dialog for how-to steps so you can edit long steps
+ fixed issue #2986019: notes on the how-to tab can be erased
+ fixed worker dialog issue where status message did not appear during validation and saving

+ fixed issue #2991100: edits to a newly created reference persist
+ changed return types in ApplicationListViewPanel from ArrayList<...> to List<...>

- Removed debugging System.out.println() statements

- Replaced LoginDialog with LoginWindow; a JFrame so it appears in the task bar.

+ replaced KeyListeners with DocumentListeners for MixedContent text fields.

+ fixed issue where search result panel did not appear after search was performed

+ search panel now starts at the bottom instead of appearing half open and then closing.
