+ Fixed bug #2871952: HowToDAO takes application id's into account when isReferenced() is invoked.

+ comitting the version 1.0 version info for tagging purposes

+ Made the DB settings dialog look a little nicer (to me)

+ Fixed bug #2833699: How-To panel behaves as expected now
+ Made sizing adjustments to the how-to panel
- Removed unused parameter in FixTypeHelper::markAsNew(...) which caused calls to change in a couple of places

+ Can now edit Check Languages as long as you can edit the application info
+ Fixed some spacing issues on the How-To panel

+ Fixed one of the more irritating UI nits I have introduced. All the data fields in the north panel of the reference add/edit window are the same size now.
- They all were to begin with, but having the column property set to zero on a jtextfield causes packing/resizing issues when text is placed in it...so I found out

+ Notice is applied during an update. It was never actually being transferred from the server response object to the in-memory application.

+ Whoops, didn't mean to commit this with the devel flag set to false...set it back to true.

+ The client now has a notion of a db version instead of the db having to store the client build information in order to verify if the two can sync up properly ..this makes pushing out updates much easier.
+ Tried to track down some UI issues in the Add/Edit Reference window but didn't get very far. Just trying to fix an annoyance.
+ How-To's are marked as modified when a step is edited.
