fixing up reference imports

Added Categories. Fixed rear matter so that it really gets filled with rear matter.

Use same template to convert requires in Groups and Rules. Both can depend on either.

Allow for multiple values in requires @idrefs.

updated to handle all the easy export changes...

added dependencies to groups to allow a group to depend on a rule.

added a project for working with the xml schema, and xsl files. It should be setup so that anyone can open the project and all of the rt xsd and xsl file will be accessible.
