Various UI clean up fixes.

Use same template to convert requires in Groups and Rules. Both can depend on either.

Allow for multiple values in requires @idrefs.

updated to handle all the easy export changes...

added dependencies to groups to allow a group to depend on a rule.

added a project for working with the xml schema, and xsl files. It should be setup so that anyone can open the project and all of the rt xsd and xsl file will be accessible.

Allow frequency to be blank. Fix for bug 2835804.

Fixed backward logic - set recommendation platform when not empty in Advanced tab.

Unset the rationale if the user deleted the text in the Rationale text area.
If any other fields in the rationale tab have been set, validation will
prevent this new code from executing.
Fix for bug 2826009.
