updated to handle all the easy export changes...

added dependencies to groups to allow a group to depend on a rule.

added a project for working with the xml schema, and xsl files. It should be setup so that anyone can open the project and all of the rt xsd and xsl file will be accessible.

Allow frequency to be blank. Fix for bug 2835804.

Fixed backward logic - set recommendation platform when not empty in Advanced tab.

Unset the rationale if the user deleted the text in the Rationale text area.
If any other fields in the rationale tab have been set, validation will
prevent this new code from executing.
Fix for bug 2826009.

Rejiggered validateContent() method. Now checks to see if any in the set of three (Type, Level, Description)
have been filled in. If so, it reports if any are NOT set.
Fix for bug 2827985.

Changed the validateContent() method.
Rationale is considered incomplete if any field has value and the Rationale text is empty.
Fix for bug 2827980.

Use better empty check.

Added check for empty string in addition to existing null check before attempting to set platform to prevent exception.
Fix for bug 2823072.
