Make the internal and external reference tabs behave like the the matter tabs.
That is, allow application editors to add, edit, and delete all references.
For users that have no privileges on the application, allow them to see all reverences.
Fixes bug 2715039 "Any user can add/edit/delete Application references".

Allow users to hide the comments on the Edit Application panel.

Removed uneeded debug log messages.

Check to see if a rule has been assigned to a user when enabling or disabling the rule edit button and menu options.
This fixes bug 2715147 - "Assigned-to user can't edit rule".

Change the text of the button to "View" or "Edit" as appropriate on the Application Edit Comments panel. It it set to "Edit" if and only if the user created the comment, "View" otherwise.

Set the text of the button to "View" or "Edit" as appropriate on the Application Edit Front and Rear Matters panels. It is set to "View" if the user is unprivileged on the Application and "Edit" if the user is an editor or greater. This is a fix for bug #2686118 "Edit button missing on Edit application Front Matter"

Diabled editing of the Platform panel for unprivileged users on the General tab of the Application Edit dialog. All other fields were already uneditable for such users.

Save selected List View and rule Show selection as properties.
Use those properties as defaults when creating new List Views (as when starting or after sync).
This is my second attempt to implement feature request #2256278 - "remember Rules pge settings after Sync".

GroupTypeDAO - fixed ordering of reference inserts so internal references aren't treated as public.
ReferenceRefsTablePanel - Save Group references, not just Profile and Rule references.
Group and Profile Dialogs - change error message to say Group or Profile instead of "Rule".

Undo previous change to synchronize. It broke it good. Real good.
