Added Parent column to Group List View to show the parent group (if any) of a group.

Added Compliance Check list view.
Added Rule title to Edit Compliance Check panel since it can now be launched from list view instead of only from Rule dialog.
Moved getUserFriendlyId to VersionedItemTypeHelper. Moved userCanEdit to VersionedItemTypeHelper.

Set the hover text to be the recommendation's description.

Set hover text on the Recommendation, Group, and Profile list view tables to be the description
of the object in the row or the description of the group or base profile in a given cell.

Moved the button panels slightly to the right by padding the empty border a little less.

Made the Add Cancel panels look like the one in AddEditRuleMainDialog.

Fixed Group referneces and the checking thereof.

Hover text in Profile Select Group tables is set to be the description of the group.

Added Group column to Profile Select Rule Tab and Add New Select Rule Dialog.
On those tables, the hover text is set to the rule description or the group description as appropriate.
The hover text of the Group Rule table and the Group Add New Rule dialog is set to be the rule description.
