Deleting a compliance check now also sets a corresponding file's status to DELETED
Sync Stuff:
= Reduced the amount of unnecessary RTDocument validations
= Added a parameter to the DataManager.save(...) method to indicate whether or not the method should validate the document prior to saving (default is TRUE)
= delete syncs place files after compliance checks now
= upon deletion references properly mark associated files as deleted
