Use JXErrorPane instead of home grown dialogs for showing exceptions.

A checking to correct the fact that the current tree is not compiling. This check in is a partial implementation of support for compliance checks. More to come later. For now this will work and not let the user get into trouble.

Corrected a few issues related to old to-do's.
- adding an internal check would not mark a recommendation as edited
- adding a compliance check would not mark a recommendation as edited

Changed app.getXXXs() != null to app.isSetXXX()

Fixed bug that causing step changes on how to's to not be saved
