Changed app.getXXXs() != null to app.isSetXXX()

Fixed bug that causing step changes on how to's to not be saved

recommitted all my bug fixes from today...
fixed bug that was preventing edit/deleted buttons from being activated when a new icheck was added

changed to use the isSetXXX type methos in one place. Need to look at other places
