Recommendations Updates:
The currently logged-in user will be assigned to to NEW recommendations if they have a role on the given application.

Removed view button on add/edit rec window

SyncrhonizeClient.Dialog:

Forced first client id assigned to be greater than 1. This avoids a potential conflict with the admin user.
