Table 3.1 of 800-126 rev 1 details how files should be named in SCAP data streams. We need to follow these conventions.

    xccdf, cpe-dictionary, and cpe-oval files now follow convention. The application name is used as the locator.
    The other oval files are non-compliant as the RT allows multiple files, but the SCAP spec allows only one.
