Space bar and Return key move step down in How-To tab

When shifting a step up in the How-To tab, select a step with your mouse key and select Up. You may move the step up once or more than once, but when hitting the Space bar or the Return key once, the step is moved one spot down and the cursor is activated in the notes section. I am unsure if this is an intended feature, but would not recommend it to be one for the following reasons:
1. Users could accidentally move the step down if unaware of the keys ability to automatically move the step down.
2. The Space bar and Return key will only move a step down one spot (hitting the Space bar or Return key more than once will not move it down further).
3. The Space bar and Return key will only move a step down after moving it up by selecting the “Up” button.
4. The Return key may also be used to highlight different rules. It should not have multiple functions in the same window.
5. Users may move steps down with the Down button.

Suggestion: Remove Space bar and Return key capability to move step down. Users may move the step down with the Down button.
