if the toc is very long, one cannot see the new section
editing pane since it appears very far down on the
page. some solutions are to collapse the toc, move the
new section pane to the left of the toc (as opposed to
underneath), or move it above the toc. i feel like
moving it to the left would be most appealing, since it
wouldn't much affect the rest of the layout and
wouldn't require extra work to view the entire toc.
