Webservice (both SOAP and simple) introduced (webapps/muserqry), using Axis 1.4. Documentation not finished yet, also sample AJAX webapp using the simple ws is to be done.

(1) Cmd line arg parser usilities torn out from WGet.java, and put into util package (CmdLineArg.java, StrCmdLineArg.java, IntCmdLineArg.java, BoolCmdLineArg.java). (2) WGet now has "verbose" cmd line argument.

From now on, only the HTML page is served by OfflineDoc, all the rest it refers to comes from oos webapp. Cleaner everything. Iapi, valve, server-connector, oos webapp changed.
