Install on Windows 8 x64 zaps system path environment variable to just the path to openOPC.

I believe this is caused by your Registry permissions. Try holding down Ctrl+Shift while launching the OpenOPC installer in order to elevate your permissions. I will look at fixing the installer so it does this automatically in the next release.
