Refactor in preparation for polling

REMOVED method provider interfaces. SMBIOS provides no interfaces to
call.

REMOVED the method provider interfaces. They were only stubbs. The
composite provider will return the correct error code if we don't
implement the methods here.

REMOVED unused method provider interfaces.

A little clean up. Filling description of health data now.

Added polling interval to service class

Added description prop to health data class

Updated service description xml

fixed escaping of descriptions in getinstance view

REMOVED directory because the code is no longer used. The hal directory
contained all of the code; however, we broke up the code into individual
pieces (i.e. sysfs, procfs, etc.) so this code is no longer being
referenced.
