Moved the xml service provider to its own project in the new contrib area

Broke out the xml service providers and placed them in the new contrib area

sync up the alternate configuration file parameter between all of the binaries on a -f

allow each of the omcclpX binaries to use a different configuration file.

fix segfault when trying to use the logger after it has been destroyed

Fix a segfault in start up when the environment can not be initialized.
This includes making sure that the client thread is not started if the
server thread is not running.
