fix segfault when trying to use the logger after it has been destroyed

Fix a segfault in start up when the environment can not be initialized.
This includes making sure that the client thread is not started if the
server thread is not running.

Extended the -f <new conf file name> parameter on to the clpd side in
the combined clpc and clpd application.

Added another variation of classIsDerivedFrom that takes a ProviderEnvironmentIFCRef instead of a CIMOMHandle. The operation may not require a CIMOM handle to determine the relationship so the new variation might save the over head of getting the CIMOM handle if it is not needed. This can be an issue on OW 4.0 where getting the CIMOM handle opens a new communication channel with the CIMOM in another process

Fixed omcclpd logger to be properlyset before
calling methods that could use the logger, this caused seg faults in
error conditions (when reading .conf files)
