fix for presenting load average correctly, scale
by number of cpus.

Clamp the swap_used to total_swap, the reason for this kind
of overshoot is unknown but occurs if swapspace is fully used,
however the overshoot diff are suspicious close to kernel
paged mem allocation.. Needs further investigation.

Don't reference the deprecated wts_load.vbs script
in sample configuration.

Make username lookup unicode aware so wts_load <username>
can be used with cyrillic names for example.

Update of SYSTEM_PERFORMANCE_INFORMATION which was the
reason for NtQuerySystemInformation() failed on Win2008r2
that took us down the bad road of VBS/WMI approach.

Fix so that makefile is generated for wts_load plugin.

Did a reverse merge on r72 - bring back the C++ based wts_load

uint64 bit values in WMI is represented by strings,
so we need to type convert to CDbl to avoid confusions.

Fixed an issue with division by zero, if load
fails to calculate full load is returned.

Changed storing of cached values in HKLM which
is the proper places for a service..
