NRPE_NT Code

* Added unicode support to nrpe_nt service plugins
this assumes that command and arguments in nrpe
packet is utf-8 encoded string and encodes it
to widechar to pass into unicode version of
CreateProcess.

Made the resource file templatebased.

* Add define PACKAGE_DESCRIPTION, a string to be used around sources
for a oneliner description of nrpe_nt.

* Updated source to use PACKAGE_NAME and PACKAGE_DESCRIPTION where
it was hardcoded.

Remove use of bzero with memset as the rest of the code.

Removed --force and added -i for installing missing files

* Removed force recreation of INSTALL
* Moved INSTALL.nrpe back to INSTALL

Bumping up version.

Changed the mailadress for devel contact.

Sort ALLOWED_ARGUMENT_CHARS in ascii order, add "-" and "." .
