plugins/wts_load/Makefile no longer exists, with new VBS based implementation

* Replaced the wts_load.exe with and WMI script to gather the
information from teh server, this is because the API used may
be changed and not be available in future and wts_load.exe
fails on Win2008R2 due to changes in API.

* Included wts_load.vbs in packaging and added a section in
nrpe.cfg describing the usage.
