This is solved:
* CA[] properties in sgf files are used to determine the right decoding.
* Tags are now always exported with UTF-8 encoding. On importing the user can decide, which decoding to use.
* Settings and logs are now always written with UTF-8 encoding; the old settings and logs are backed up.
* The main window has a "View" menu entry "Change text decoding". This gives a window with the displayed sgf code to change and control the decoding. This window also allows to set the decoding for the whole folder (without subfolders). These settings can also be reset here.
